Originally founded in 1999 under the name of Freedom Contract Management, McClinton & Roy (M&R) was rebranded and relaunched in 2015 as a boutique outsourced procurement consultancy.  

Fueled by a passion for federal procurement, M&R was purpose built to create a more effective and

efficient GovCon marketplace. From its founding, M&R has maintained a laser-like focus on its foundational vision to “Simplify federal procurement” & help members of the GovCon community win in the federal marketplace.  

M&R provides direct support to Prime government contractors & subcontractors as well as SME support to government relations professionals & a myriad of investment firms.

The M&R team is comprised of former DoD Contracting Officers, Procurement Attorneys & industry procurement experts with more than 250 years of collective federal procurement experience.
